Terms of Service

The agreement between you and Trousdale Technologies LLC (operating as Lead Mining Company) for use of this site, PermitPulse and our data products.

Effective July 10, 2026.

These Terms of Service (the "Terms") govern your access to and use of the websites, data products, subscriptions, exports and API (together, the "Services") provided by Trousdale Technologies LLC, operating as Lead Mining Company ("we", "us" or "our"). By creating an account, subscribing, buying an export or otherwise using the Services, you agree to these Terms. If you do not agree, do not use the Services.

1. What the data is

Our data — including the PermitPulse short-term-rental permit dataset — is compiled from official government permit and licensing registers, which are public records. It is provided as verified business contact data for business-to-business (B2B) purposes. We collect, deduplicate and normalize these public records; we do not create them and we are not the system of record.

The data is provided "as is" and "as available." Public records contain errors, omissions and stale entries, and permit status can change at any time. We do not warrant that any record is accurate, complete, current or fit for a particular purpose, and we do not guarantee that any phone number or email address is present, correct or reachable.

2. Acceptable use

You may use the data for lawful B2B outreach and internal business purposes. You may not use the Services to:

  • break any law, regulation or third-party right;
  • harass, defraud, or send unlawful or deceptive communications to anyone;
  • target consumers for regulated consumer offers where the recipient is an individual rather than a business;
  • attempt to re-identify, combine or enrich the data in a way that violates any law or another party's rights; or
  • scrape, overload, probe or interfere with the Services or circumvent access controls.

3. Your compliance responsibility

You are solely responsible for how you contact anyone on a list. Calls, texts, faxes and email you send are governed by laws including the Telephone Consumer Protection Act (TCPA), the CAN-SPAM Act, and federal and state Do-Not-Call (DNC) rules. Before you dial, text or send, you must have your own compliance process — including scrubbing against applicable Do-Not-Call registries, honoring opt-outs, and observing any state-specific requirements. We do not provide legal advice, and nothing in the Services is a representation that a given contact may lawfully be called, texted or emailed by you. You agree to indemnify and hold us harmless from any claim arising out of your outreach or your use of the data.

4. No resale or redistribution

Your subscription or export grants you an internal, non-exclusive, non-transferable license to use the data for your own business. You may not resell, sublicense, publish, redistribute, or make available the raw data (in whole or in substantial part) to any third party. Building a competing dataset or list product from our data is prohibited. White-label and embedded-data arrangements are available only under a separate written agreement; without one, no white-label or redistribution rights are granted.

5. Subscriptions and billing

Paid subscriptions (single-state and national plans) are billed monthly in advance through our payment processor. Your subscription renews automatically each month until you cancel. You may cancel anytime through the billing portal; cancellation stops future renewals and your access continues until the end of the current paid period. Fees are non-refundable, and we do not provide refunds or credits for partial months, unused time, or periods during which you did not use the Services.

6. One-time downloads

A one-time download (single-state or national) is a flat-price purchase of the data as it stands at the time you download it, licensed for your internal use only under Section 4. You may re-download your purchased scope as often as you like from your account, and each download reflects the database at that moment — but a one-time download is not a subscription, carries no service commitment to keep the data current, and may be discontinued or re-priced for future purchases. Once purchased, a one-time download is non-refundable.

7. Accounts and security

You must provide accurate, current information and keep your account credentials secure. You are responsible for all activity under your account. Notify us promptly of any unauthorized use. We may suspend or terminate accounts that violate these Terms, that we reasonably believe are being used unlawfully, or to protect the Services.

8. Coverage and legal exclusions

Coverage currently spans 46 U.S. states. Idaho and Iowa are excluded. Both states have preempted local short-term-rental permitting — Idaho through House Bill 583 (effective 1 July 2026) and Iowa through House File 2641 (2020) — so cities and counties there cannot require the permits that create these records, and no permit registers exist to draw from. Those states are never included in any subscription, download or API response. We may add, remove or change coverage as source availability and law require.

9. Limitation of liability

To the maximum extent permitted by law, we will not be liable for any indirect, incidental, special, consequential or punitive damages, or for lost profits, revenues, data or goodwill, arising out of or relating to the Services or the data. Our total aggregate liability for any claim relating to the Services will not exceed the amount you paid us for the Services in the three (3) months before the event giving rise to the claim. Some jurisdictions do not allow certain limitations, so some of the above may not apply to you.

10. Changes to these Terms

We may update these Terms from time to time. When we do, we will revise the effective date above. Your continued use of the Services after a change takes effect means you accept the updated Terms.

11. Governing law

These Terms are governed by the laws of the State of Wyoming, without regard to its conflict-of-law rules. You agree that any dispute arising out of or relating to these Terms or the Services will be subject to the exclusive jurisdiction of the state and federal courts located in Wyoming.
