New trucking company leads for ELD and fleet software companies

A carrier that just registered is choosing its tools for logs, maintenance and safety records. The census file shows which new carriers run interstate and how many trucks and drivers they reported.

Counts refreshed October 29, 2026 from the live file.

How eld and fleet software use the file

Time the pitch to the new entrant period

49 CFR 385.307 monitors new entrants for 18 months and calls for a safety audit once the carrier has operated long enough to have records to review.

Check the ELD exceptions

49 CFR 395.8(a)(1)(ii)(A) lets some drivers keep paper logs: those who need records of duty status on 8 days or fewer in any 30, certain driveaway-towaway operations, and vehicles made before model year 2000. Qualify on those before you quote.

Quote by fleet size

Power units and Drivers give the device and seat count. Fleets of six or more are fewer, and worth a different sales motion.

A worked example

  1. Choose Registered in the last 90 days: 39,891 carriers today.
  2. Set Power units to 2-5 first, then 6-20 and 21+ as separate pulls. The file holds 46,926, 7,079 and 1,542 carriers in those bands.
  3. Set Has to Email: 100% of the carriers in the file give one, and email is the usual first touch for software.
  4. In the CSV, keep rows whose Operation column says Interstate (57% of the file). Interstate carriers fall under the federal hours-of-service records rules.
  5. Use the Drivers column to size seats, and the Registered date to time your follow-up inside the first 18 months.

The first message

Send a short email with the price per truck or driver, what setup takes, and how your product handles the records a safety audit asks for. Offer a demo slot rather than a long call, and keep the opt-out and your postal address in every email.

What the file does not tell you

The file does not show which ELD or software a carrier already uses, its engine model years or its safety audit date.

Compliance

Email is the easiest first touch for software: CAN-SPAM requires a working opt-out and a physical address. For calls, scrub against the Do Not Call Registry first. Public records are not consent to be called. This is not legal advice. Terms of use.
