In most of the country, yes, and many counties publish them online in bulk. Coverage varies: some jurisdictions post daily with full detail, some post monthly with an address and a permit type, and a few make you file a records request. Scoping starts with mapping what your specific counties actually publish, and if the answer is thin we tell you before you spend.

Can I contact homeowners from permit records?

Carefully. A homeowner is a consumer, so consumer rules apply in full — TCPA for calls and texts, state Do-Not-Call registries, and state-specific restrictions on solicitation after a permit filing, which several states have. Direct mail is the lower-risk channel and it is how most contractors work these files. Ask a lawyer about your state before you dial.
